SUBJECT: PUBLIC DISCLOSURE OF (I) THE INTEGRATED ENVIRONMENTAL AND SOCIAL ASSESSMENT (IESA) REPORT AND THE ANNEXURES AND ATTACHMENTS, AND (II) IESA EXECUTIVE SUMMARY (IN MARATHI), (III) THE ENVIRONMENTAL AND SOCIAL MANAGEMENT FRAMEWORK (ESMF) (IN MARATHI) (ESMF INCLUDES THE R&R ENTITLEMENT FRAMEWORK, THE STRATEGIES FOR TRIBAL AND GENDER DEVELOPMENT, AND PEST & NUTRIENT MANAGEMENT).

Introduction:
1. Small and marginal farmers often lack proper market access to get a fair price for their produce because of their small marketable surplus and limited bargaining power. In addition, restriction on sale of produce outside regulated market yards limits market access further. A lot of efforts are being put in by the State Government to increase the production with the help of technology up-gradation and dissemination of technology amongst the farmers. However there are critical gaps existing in the present system, because of which the producers are not in a position to get the reasonable value for their produce.
2. Neglected rural markets, poor availability of regulated markets, long distances from production areas and inadequate infrastructure limit their ability to get a proper price for their produce. Other constraints confronting them include multiple intermediaries and exploitation by monopolistic licensees; lack of cleaning, grading, packaging and quality certification facilities; limited access to information on domestic and overseas markets and available marketing opportunities; and fragmented supply chain, poor cold storage facility and high post-harvest losses.
3. The Government of Maharashtra (GoM), through its nodal agency for agriculture marketing, Maharashtra State Agriculture Marketing Board (MASMB), has proposed to implement the Maharashtra Agriculture Competitiveness project (MACP).
4. The development objective of the proposed MACP is “To increase agricultural productivity and marketable surplus as well as support competitive marketing arrangements resulting in increased farmer access to market opportunities”.
5. MACP has two major project components: (i) Intensification and Diversification of Market led Production, and, (ii) Improving Farmer Access to Markets.
Integrated Environmental and Social Assessment Study
6. As part of implementation requirement of MACP, the MSAMB undertook an Integrated Environment and Social Assessment (IESA) study. The main objective of this study was to identify the key environmental and social issues related to the proposed activities. The IESA was expected to both identify opportunities to enhance environmental and social benefits as well as mitigate any potential concerns. The IESA study led to development of an Environmental and Social Management Framework (ESMF) that integrates environmental and social considerations at all stages of the proposed project. ESMF includes the R&R entitlement framework, the strategies for Tribal and Gender development, and pest & nutrient management.

7. Now, the IESA report, along with attachments, has been approved by the World Bank (WB) as final and satisfactory vide their e-mail letter dated 13-05-2010. According to the requirement of the sanctioning of the project, the Integrated Environmental and Social Assessment (IESA) Report, and the Annexures and attachments, and (ii) IESA Executive Summary (in Marathi), (iii) the Environmental and Social Management Framework (ESMF) (in Marathi) are to be published in the public domain for knowledge of all the stakeholders.
9. Therefore, in view of the above, the Integrated Environmental and Social Assessment (IESA) Report, and the Annexures and attachments, and (ii) IESA Executive Summary (in Marathi), (iii) the Environmental and Social Management Framework (ESMF) (in Marathi) are being published today on 14-05-2010, on the web site of the MSAMB, for the knowledge and information of all the people including stakeholders and the public at large.
